In 2001, he received his PhD from St. Petersburg State University. An Associate Professor at the Department of Sociology of the National Research University - Higher School of Economics. An expert of the Public Bologna Committee (Minsk, Vilnius), and a member of the Council of the Belarusian Expert Community "Our Opinion" (Minsk, Vilnius).
In the past, he headed the Department of Political Philosophy of European Humanities University (Minsk, Vilnius). He was a visiting scholar at a number of German universities: Technische Universität zu Berlin, Albert-Lüdwigs-Universität Freiburg, and Universität zu Köln.
He authored more than 80 scientific and popular science works on philosophy, the sociology of knowledge as well as scientific, educational and innovation policy.
The area of academic interests: education, science, innovation, and human capital.
Apart from his mother tongue Russian, he commands Belarusian, German, and English.
