Andrei Yeliseyeu writes an article for a book on local border traffic

The book “Local border traffic on the Polish section of the European Union external border” is a result of a research project conducted in the framework of a contest organized by the State Committee for Scientific Research of Poland.

In October 2013, the BISS analyst participated in an international scientific conference focusing on local border traffic staged at the law school of the University of Białystok.

In his article the BISS expert analyzes the political and economic reasons why official Minsk delays the launch of a simplified border-crossing procedure for residents of the Belarusian-Polish border areas. The article briefly outlines the consequences of Poland’s accession to the Schengen area for the mobility of the Belarusians, the features of the Soviet-Polish agreement of 1985, which can be regarded as a precursor of contemporary local border traffic agreements, and quotes the findings of an IISEPS poll on the awareness of the Belarusians of local border traffic.

Previously, the Latvian Institute of International Affairs published Andrei Yeliseyeu’s article that analyzes local border traffic between Latvia and Belarus, as well as between Latvia and Russia.
