Valeria Kostyugova is a political analyst and political strategist. She is Head of Agency of Policy Expertise at BISS and has served as Head of the Agency of Social and Political Expertise (Vilnius, Lithuania) since 2013. She is the editor and compiler of Belarusian Yearbook and served as the moderator of the website Nashe Mnenie (Our Opinion) from 2003 to 2011.
